NOTICE OF PUBLIC HEARING WITH RESPECT TO
NOT TO EXCEED $55,000,000 OF
PUBLIC FINANCE AUTHORITY
HOSPITAL REVENUE BONDS
(CARSON VALLEY MEDICAL CENTER), SERIES 2021A
Notice is hereby given that on Thursday, June 17, 2021, a public
hearing, as required by Section 147(f) of the Internal Revenue Code
of 1986, as amended (the “Code”), will be held by the Board of County
Commissioners of Douglas County (the “County”) with respect to the
proposed issuance by the Public Finance Authority (the “Authority”) of
its hospital revenue bonds in one or more series (the “Bonds”), in an
amount not to exceed $55,000,000. The hearing will commence at
1:00 p.m., or as soon thereafter as the matter can be heard, and will
be held at the Douglas County Administration Building, 1616 Eighth
Street, Minden, Nevada.
The Bonds are expected to be issued pursuant to Section 66.0304
of the Wisconsin Statutes, as amended, and the proceeds from the
sale of the Bonds will be loaned to the Washoe Barton Medical Center,
doing business as Carson Valley Medical Center (the “Borrower”) (i)
an amount up to $50,000,000 will be used to finance the construction,
renovation, equipping and/or improvement of certain health care
facilities located at 1107 U.S. Highway 395, Gardnerville, Nevada, and
(ii) an amount up to $5,000,000 will be used to refinance the Douglas
County, Nevada Hospital Revenue Bonds (Washoe Barton Medical
Clinic), Series 2013A, the proceeds of which were used to refinance
the Douglas County, Nevada Hospital Revenue Bonds (Washoe Barton
Medical Clinic), Series 2003A, the proceeds of which financed certain
improvements and medical equipment at facilities owned or leased by
the Borrower and located at 1107 U.S. Highway 395, 1516 Virginia
Ranch Road and 1520 Virginia Ranch Road, Gardnerville, Nevada and
897 Ironwood Drive, Minden, Nevada (collectively, the “Project”).
The Project will initially be owned and operated by the Borrower.
The Bonds will be special limited obligations of the Authority payable
solely from the loan repayments to be made by the Borrower to
the Authority, and certain funds and accounts established by the bond
indenture for the Bonds.
The hearing will provide a reasonable opportunity to be heard for
persons wishing to express their views on the merits of the Project, its
location, the issuance of the Bonds or related matters. Oral comments
will be limited to 3 minutes per speaker. A person wishing to speak at
the hearing will be asked to provide his or her name, address and the
person(s) or entity(ies) he or she represents, if any, prior to speaking.
