Roger Bishop of Dayton filed for the Nevada Assembly Monday.
Bishop, a Republican, is challenging Speaker Joe Dini, D-Yerington, for the Assembly District 38 seat Dini has held since 1967.
Bishop, 42, described himself as a "Jeffersonian conservative."
An electrical engineer, he ran against Dini in 1998 but says that the district representing Lyon, Storey and part of Carson City is predominantly Republican and shouldn't be represented by a Democrat.
He said he opposes the plan to create a business tax proposed by the Nevada State Education Association and doubts that Dini will come out against it.
