• Total general fund budget: $5.71 billion

• Increase over current biennium: $916 million

• Total budget with federal, highway and other funds: $15.8 billion

Pay Raises:

Two percent each year for state and classified university employees and public school employees: $173 million total.

Two grade increases for law enforcement and other designated classes (10 percent): $24.8 million.

Health benefit increases: $16.9 million.

Unclassified raises matching classified raises: $2.98 million.

Total: $217.2 million

Public Schools:

Projected fiscal year 2007 school population increase of 35,000 to 422,500.

Proposed per student funding increase of $71 to $4,431.

Plus 2 percent raises each year for teachers.

Total school-account increase: $279 million

K-6 School Improvement Fund

Funding: $100 million

• Schools apply for funds to correct problems noted in their school improvement plans. No limit on types of programs which can range from all-day kindergarten to expanded reading, hiring bilingual teachers, staff development.

• Program designed to allow schools to apply and receive funding quickly this coming year.

University System:

Projected student population 67,100, an increase of 7,000

Increase: $69 million

Human Services:

Medicaid growth from 49 recipient per 1,000 residents in 2000 to 82 recipients in 2007: $106.7 million

Mental Health growth and new programs: $100 million

Prisons:

Open Southern Nevada Correctional Center: $16 million

Growth in inmate population to 11,800 by 2007: $11.8 million

Capital Improvement Projects:

General Fund: $52 million

Bonds: $270 million

Total: $322 million

Major Projects:

University system: $99.1 million

Expand High Desert Prison $58.6 million

Lease-purchase office in Carson City: $21 million

Expand Psychiatric Hospital: $11.3 million
