Constitutional Accomplishments:
Passage of Gibbons Tax Restraint Initiative requiring 2/3rds majority to pass tax increases.
Currently working on Education First Initiative (voters approved in 2004, needs to pass again in 2006) requiring that education be funded before other budget items so that school funding is removed from partisan budget games and to protect the provisions of the tax restraint amendment.
