County picks architect to design Minden garage

Eissmann-Pence will provide architectural services and design for downtown Minden's proposed garage, the cost not to exceed $562,000. County commissioners approved the proposal at Thursday's county commission meeting, but not before Commissioner David Brady raised concerns.

"Why is this item on agenda at the Lake when it's a Valley issue?" he said.

In Douglas County, the second monthly meeting is held at Lake Tahoe to give residents there a better chance to address Lake issues. Carson Valley issues are usually agendized for the monthly Minden meeting.

"In looking at Minden's letter to us, the clear perception is that we are moving on without them," Brady said.

County Manager Dan Holler said it was a time issue. County staff were asked to move ahead with this project fairly quickly and it would be better to agendize for the Lake meeting, rather than delay.

"Minden is not involved with the funding, so there is nothing to share with them at this point," Holler said.

"Their perception is that they're standing on the docks," Brady said. "From a process standpoint, we need to be more inclusionary."

Minden Town Board member Bob Hadfield, said the county's parking plans have a dramatic impact on Minden's downtown business and he would like to see a more collaborative process.

"We sent a formal communication requesting that any items with anything to do with Minden be heard here at the county seat," he said. "That makes it easier for members of the public to attend meetings.

"We've raised the issue with the county and it's something they've not chosen to do," he said. "It's not good public dialogue."

Commissioner Tim Smith said he read and agreed with Minden's concerns, but he doesn't see them opposing a vote that will get the project started.

Community Development Director Mitch Dion said the only people in Minden engaged in the process at this point are county staff.

Located behind the Minden Inn on the corner of Fourth Street and Mono Avenue, the structure should provide about 209 parking spaces for Douglas County employees and the public.

The $7.8 million estimate includes a 31Ú2 story structure, commercial space and a facade along Esmeralda, Third and Mono.

The project could start as early as Oct. 15. The contract would be awarded in August of 2007 and the 21-month project completed by July 2008.
