Douglas County commissioners voted 4-1 to approve an ordinance that set a 2-percent compounded growth rate.
Commissioner Kelly Kite cast the dissenting vote.
Commissioners passed the ordinance at about 7 p.m. after hearing the issue on and off since 10 a.m. this morning.
Part of the time involved rewrites of the ordinance by county attorneys to provide for a compromise on the banking of permits.
The ordinance passed Thursday overrides the Sustainable Growth Initiative passed by voters in 2002. The initiative has been in legal limbo since it passed after opponents sued to have it thrown out.
