Park Cattle's plan to build more than 4,000 homes north of Minden and Gardnerville got its first recommendation when members of the Minden Town Board voted 3-2 in favor on Wednesday night.
Ross Chichester, Bob Hadfield and Bruce Jacobsen voted in favor of the project. Board members Dave Sheets and Ray Wilson voted against.
Board members discussed the request to develop Park's eastern parcel for three hours before voting in favor of the project.
About 75 people attended the meeting, held in the County Commission Chambers in the historic Douglas County Courthouse.
Park next goes to the Douglas County Planning Commission on Tuesday with its request for a master plan amendment.
Minden Town Board members asked that multi-family residential density in the project be limited to 12 units per acre, which reduces the total size of the project to 4,400 dwellings.
