Why no zoning?

The other day I walked around the center where Hamdogs is located. With the exceptions of three or four businesses, plus the Gardnerville Post Office, there are many vacant facilities. However, I understand that one of the current businesses will also be closing soon.

What is the reasoning behind the county commissioners not approving the zoning change so the owners of Hamdogs can expand and fill those vacant facilities? A hidden agenda? A deal with the owner of the property to declare the area a "blight area" and move some big box store onto the property?

However this is the same board that approves restaurants and office building permits but waives parking space requirements. As the King of Siam said, "This is a puzzlement!"
