Former candidate appointed to planning commission

Mark Sattler, a sales account executive and former candidate for Ward 3 supervisor, was appointed Thursday to a seat on the city's planning commission.

Sattler is a member of the Carson City Golf Advisory Committee, the Carson City Municipal Golf Corporation and the Carson City Debt Management Commission. He will fill the unexpired term of Daniel Heath, who moved to Douglas County. His term will expire at the end of June 2012.

The other candidates were: Ann Cox, a semi-retired technical writer and office manager; Paul Eastwood, a machine tool technology professor at Western Nevada College; and Ed James, general manager of the Carson Water Subconservancy District.

During the interview process, Sattler spoke of his ability to work productively with others, his longevity in the city, and demonstrated his understanding of current planning issues. He was the only candidate who was familiar with both the Envision Carson City Master Plan results as well as the proposed City Center Project.

In other matters Thursday:

• Supervisors honored Robin Williamson for her 12 years of service. Williamson was termed out at the last election.

Jed Block, a member of the Redevelopment Authority Citizens Committee, presented Williamson with a proclamation thanking her for her role in revitalizing downtown Carson City.

Tammy Westergard also praised Williamson, presenting her with several flower bouquets from members of the community. Westergard said Williamson had "demonstrated valuable leadership" and had a gift for making "everyone feel welcome and valued." She also thanked her for "passing the torch" to Supervisor Karen Abowd, who shares Williamson's vision for the city.

Supervisor Shelly Aldean recalled that when she was appointed to fill Jon Plank's seat on the board, William-son was very welcoming.

"She was very passionate, fair-minded and dedicated," Aldean said.

And Nevada Association of Counties General Manager Jeff Fontaine said he, too, would miss Williamson, who served as chairwoman of the NACO board.

"Her leadership has been tremendous in getting us prepared for the upcoming session," he said.

• City Manager Larry Werner said he expected to bring the City Center Project details to the board at the Feb. 17 meeting.

• Approved an application form, timeline and schedule for the appointment of a replacement for Justice of the Peace for Robey Willis, and authorized the city manager to appoint a selection committee.

• Appointed Deborah Morzoline as the public guardian of Carson City for four years, and adopted policies for the office of public guardian.

• Approved on a first reading two ordinances to amend zoning of property in and around the Carson City Landfill to make it consistent with the proposed land uses when ownership transfers from the Bureau of Land Management to Carson City.

• Accepted the Carson City Master Plan annual report.

• Authorized a request to submit proposals for a single-family residence at 1104 Palo Verde Drive to develop affordable housing. Considerations are to be made for green construction as well as monitored upkeep of the property.
