The aspirations of the petty thieves are not so high as they have taken the meat hooks from John Rosser and empty whiskey barrels from the Ormsby House yard. In the old days they would have simply rolled a drunk. We are ashamed of the demoralized character of our petty thieves and we would like them to improve, if they have no greater ambition.
