Carson City Board of Supervisors to continue discussion on budget

The Board of Supervisors is taking up the city’s 2017 fiscal year budget one last time before a vote to approve it May 19.

The supervisors discussed the tentative $136.7 million budget on April 7 and asked staff to follow up on some questions, including the city’s total electricity costs and an update on the V&T Railway bond, that should be addressed at the meeting Thursday.

That discussion will also include possible funding of staff recommended supplemental requests.

The item before the budget item is presentation and discussion of the city’s capital improvement plan for 2017-2021.

The CIP program covers funding for citywide infrastructure construction, upgrade and replacement, including projects such as the Water Resource Recovery Facility’s ongoing $30 million upgrade.

The five-year CIP plan for the Water, Sewer and Storm Drainage funds were reviewed earlier by the Utility Financial Oversight Committee, which voted to recommend the supervisors approve it.

Both the budget and the CIP plan items are scheduled after 2 p.m. on the board’s agenda.

In the morning, the board will vote to adopt an ordinance raising by 1 percent the transient occupancy tax to fund the recently adopted Carson City Arts & Cultural Master Plan and a cultural tourism campaign.

The tax is set to sunset after five years.

The board also will consider an additional $46,522 in grant funds from the Nevada Division of State Parks using in-kind matches.

The money would go to complete work at the JohnD Winters Centennial Park.

An earlier $75,750 grant was used to cover part of the project, upgrading the park to American with Disabilities Act standards, but there wasn’t enough money to complete the addition of canopy shade trees and drip irrigation as originally planned.

The board may vote to allocate $145,500 in Community Support Services Grant for the 2016-2017 fiscal year.

The Application Review Workgroup earlier reviewed applicants for the money and is recommending funding for six projects, including United Latino Community Client Advocates, Dental Care for Low to Moderate Children and Adults, and Handicapped Towards Independence.

The board will also convene as the Liquor and Entertainment Board in the morning to vote to approve three liquor manager applicants, and as the Redevelopment Authority in the afternoon to vote to accept the authority’s CIP program.
