Carson City Board of Supervisors to meet jointly with School Board

The Board of Supervisors will hear updates on emergency response plans and needs based on population growth for schools at a joint meeting with the Carson City School District Board of Trustees.

Sena Loyd, Carson City Library director, also will give two presentations, one on a grant for a mobile maker space and another on the new student information system, infinite campus and the plan to provide training for students and parents.

The Thursday evening joint meeting starts at 6 p.m. in the Sierra Room, Carson City Community Center, after the supervisors’ daylong meeting there starting at 8:30 a.m.

At the meeting, the supervisors will vote whether to approve new sewer and water connection fees for new development.

The board heard the first reading of two ordinances at its last meeting.

The ordinances would raise the fees during a five-year period to bring them gradually back up after being cut significantly in 2009 to encourage development.

The new sewer connection fee for a single-family home, for example, would go from $577 currently to $4,493 in 2020.

The board also will hear a first reading on a new ordinance to change the noticing radius for new development, a measure approved by the Planning Commission at its May 25 meeting.

Currently, residents within a 300-foot radius, or about 256 property owners, of any proposed development are notified.

The recommended ordinance would change that notification area to a 300-foot radius for projects with a parcel area of one acre or less; a 600-foot radius, or about 456 property owners, for projects in a parcel of at least one acre but less than 40 acres; and 900 feet, or about 690 property owners, for projects larger than 40 acres.

The board also will vote whether to approve a tentative subdivision map for Arbor Villas, a 10.53-acre development on Little Lane consisting of 147-attached single homes.

Several agenda items involve the Downtown Neighborhood Improvement District established by the board in January to assess downtown property owners for the ongoing maintenance of the downtown streetscape enhancement project.

The board will hear protests of the assessments at a special meeting on June 22.

The supervisors also will receive a quarterly report on economic development work from the Northern Nevada Development Authority; vote to authorize a cooperative fire protection agreement with the U.S. Department of Agriculture, U.S. Forest Service Humboldt-Toiyabe National Forest, U.S. Department of the Interior and Bureau of Land Management; and vote whether to approve a $75,072 contract for a mental health consultant for the Carson City Jail.
