AG clears Carson Airport board of Open Meeting complaint

The Attorney General has cleared the Carson City Airport Authority Board of allegations they violated the state open meeting law.

The complaint was filed by government activist Ande Engelman who accused the board of multiple violations during its July 20 meeting.

She charged that the board took several actions during that meeting to get around the open meeting law in discussing city health care premium costs that were not made available to the public.

Her complaint included removing that item from the agenda, appointing Secretary/Treasurer Maurice White to unilaterally take action as the board’s official representative and that White, during his report on paying employee healthcare costs, referred to documents he handed out to the board but that weren’t provided to the public.

Deputy Attorney General Peter Keegan wrote that first, the chairman has a right to remove items from an agenda under state law. He ruled that a review of the meeting video establishes that no action was taken to name White the “official representative” of the board for expansion of marketing or health insurance negotiations.

Finally, Keegan ruled that White handed out a document to board members containing a breakdown of those employee health care premium rates.

He pointed out that board members referred to those documents during the discussion and that there is no indication that any member of the public requested a copy of that document.

He ruled there was no violation of the open meeting law during the meeting.
