Carson City Board of Supervisors to take up waste water plant improvements Thursday

More work may be added to the construction project at Carson City’s waste water treatment facility.

The $30 million project to repair and rehab the Water Resource Recovery Facility is on time and within budget so Carson City’s Public Works department wants to use part of the contract’s $1.4 million in contingency to fix three screw pumps at the plant’s headworks.

The Board of Supervisors Thursday will vote whether to approve a $445,050 change order to the contract with K.G. Walters Construction/Q&D Construction.

The screw pumps were initially identified as a bid alternate for the project to be considered if the project didn’t go over budget.

Public Works says the pumps are in danger of failing.

The construction project at the 5th Street facility is 40 percent into its schedule and 45 percent of its budget and has so far used about $2,000 of the $1.4 million contingency, according to the department.

The supervisors also will vote whether to direct city staff to begin zoning map and zoning text amendments for some parcels around the Carson City Airport.

The land is currently zoned Air Industrial Park, Limited Industrial or Public Community.

Supervisor Brad Bonkowski in late 2015 sent a letter to the property owners about possibly changing the zoning to General Industrial to spur development there.

In January, the property owners met with city Planning department staff and some members of the Airport Authority agreed to the change as long as it excluded retail and federally-illegal uses such as medical marijuana establishments.

In other actions, the board will hear a first reading of an ordinance to include four-wheel off-road and other all-terrain vehicles in the regulations related to noise and other disturbances in residential areas; vote to approve dedications for easements at Bella Lago Apartments for water line service and a right-of-way on Longview Drive; and discuss whether to remove $16,454.75 in property taxes and penalties on land leased by the Nevada Humane Society.
