Carson City supervisors re-consider Lompa plan

The Board of Supervisors will again consider a plan for roughly 27 acres of Lompa Ranch.

The parcel off Railroad Drive is being developed by Blackstone Development Group, but it first must undergo a zoning change from agriculture to single-family 6000 and establish a specific plan that outlines rules for development.

The Blackstone Ranch Specific Plan has gone back and forth between the board and the Planning Commission.

The commission recommended it to the board, which sent it back to the commission after deciding a secondary access road would be built to rural standards until full build out of the development, when it would have to be upgraded to city standards.

The commission heard it again and decided to require the road be upgraded at 75 percent build out.

The supervisors on Thursday will vote whether to approve that version of the plan as well as the zoning change.

The board will consider another recommended zoning change for about 4 acres on Old Hot Springs Road. The change would convert it from General Industrial to Tourist Commercial, which was its zoning until 2015. Another vote would approve an amendment to the master plan to change the land’s designation from Industrial to Community/Regional Commercial.

The changes received support from nearby landowners at the commission meeting, and if approved the parcel is expected to be developed into an RV park.

Other items on the Thursday agenda include approval of $500,000 contract to replace radio equipment, acceptance of a $244,000 family planning and preventive services grant for Health and Human Services, and the first reading of an ordinance to adopt the latest version of International Fire Code and the International Wildland-Urban Interface Code.

At the board’s Sept. 6 meeting, Mayor Bob Crowell and Supervisor John Barrette said they would be absent from this week’s meeting.
