 BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA 

NOTICE OF REPORT ON ACTION PLAN 

On March 1, 2023, Nevada Power Company d/b/a NV Energy and Sierra Pacific Power Company d/b/a NV Energy (together, “NV Energy”) filed with the Public Utilities Commission of Nevada (“Commission”) an Action Plan Progress Report (the “Report”), designated as Docket No. 23-02033, requesting the Commission accept its Report regarding its progress on its 2022-2024 Action Plan (the “Action Plan”) specific to its 2021 Joint Integrated Resource Plan (“Joint IRP”) for the planning horizon of 2022-2041. 

This Notice serves only to notify the public that the Commission has received the above-referenced filing. It is the responsibility of interested persons to review the filing and monitor the proceedings to determine their desired levels of involvement based on how this matter may affect their unique situations. The details provided within this Notice are for informational purposes only and are not meant to be an all-inclusive overview of the filing. 

In the Report, NV Energy explains that the Action Plan was first approved by the Commission in Docket No. 21-06001 as part of NV Energy’s 2021 Joint IRP. NV Energy explains that it has filed four subsequent amendments to its Action Plan: (1) In its first amendment, designated by the Commission as Docket No. 22-03024, NV Energy sought to reduce its dependence on market purchases through the combination of renewable and storage resources and upgrades to existing generation units; (2) The second amendment, designated by the Commission as Docket No. 22-07003, addressed legislative mandates to amend the Demand Side Plan to satisfy requirements set forth by Senate Bill 448 (2021), sought to add two programs to the demand side management (“DSM”) portfolio, and rename one of the DSM programs; (3) The third amendment, designated by the Commission as Docket No. 22-09006, requests to (a) implement the state’s first Transportation Electrification Plan (“TEP”) pursuant to Section 51 of Senate Bill 448 (2021); (b) approve proposed tariffs and schedules to implement the TEP; and (c) establish a regulatory asset to facilitate NV Energy’s efforts to meet the State of Nevada’s legislative requirement to join a regional transmission organization on or before January 1, 2030. These requests are currently pending Commission action; (4) The fourth amendment, designated by the Commission as Docket No. 22-11032, accounted for recent changes in the federal tax rules, concerns about uncertain availability of regional market capacity and energy, potential cancellation and delays of previously approved renewable projects, and sought approval of geothermal projects, a storage system, peaking generation units, and transmission investments. 

Generally, the Report describes the status of all planned facilities approved by the Commission in the 2021 Joint IRP, projects addressed in Docket Nos. 22-03024, 22-07003, 22-09006, and 22-11032, and previously approved projects that are still pending completion. 

NV Energy filed the Report pursuant to the Nevada Revised Statutes (“NRS”) and the Nevada Administrative Code (“NAC”), Chapters 703 and 704, including, but not limited to, NAC 704.9498. Pursuant to NAC 703.5274(2), NV Energy seeks confidential treatment of certain information included in the Report. 

Interested and affected persons may file petitions for leave to intervene pursuant to NAC 703.578 through 703.600 at either of the Commission’s offices on or before WEDNESDAY, MARCH 29, 2023. 

A person who wishes to participate as a commenter may file written comments pursuant to NAC 703.491. A commenter is not a party of record and shall not take any action that only a party of record may take. Pursuant to NAC 703.500, only parties of record are entitled to enter an appearance, introduce relevant evidence, examine and cross-examine witnesses, make arguments, make and argue motions and generally participate in the proceeding.
