A special meeting of the Douglas County Planning Commission will be held on August 28, 2024, at 1:00 pm, in the Douglas County Commissioner Meeting Room at the Historic Courthouse, 1616 Eighth Street, Minden. The Planning Commission reserves the right to: take items in a different order; combine two or more agenda items for consideration; remove items from the agenda; and/or delay discussions relating to an item on the agenda at any time.

For possible action:
1. Discussion on Ordinance 2024-1643, a Zoning Map Amendment (ref. DP 24-0180), changing the zoning for certain properties within the South Shore Area Plan by: (1) classifying the entirety of the parcel at 201 Manor Drive, comprising approximately 4.54 acres, as T-MU (Tahoe Mixed-Use) with a TC (Town Center) overlay; and (2) changing the zoning designation of certain properties along U.S. Highway 50, beginning at Kingsbury Grade (State Route 207) and continuing north to Kahle Drive, comprising approximately 11.51 acres, from T-MU (Tahoe Mixed-Use) with a TC (Town Center) overlay to T-MU (Tahoe Mixed- Use) with an HC (Healthcare Subdistrict) overlay; and
2. Discussion on Ordinance 2024-1642, a Zoning Text Amendment (ref. DP 24-0162), amending Chapter 20.703 of the Douglas County Code relative to Tahoe Area Plan Regulations, to implement proposed changes to the South Shore Area Plan, by: (a) creating a new Healthcare Subdistrict Overlay; (b) establishing development standards for the Healthcare Subdistrict Overlay; (c) establishing uses permitted with the Healthcare Subdistrict Overlay; (d) revising signage regulations within the T-MU/TC and T-T/HDT Overlay zoning districts; and (e) allowing for exemptions to excavation limitations found in the TRPA Code of Ordinances, subsection 33.3.6(A), for projects in Town Centers.
The South Shore Area Plan covers properties generally along US 50 from the California-Nevada Stateline to the lower Kingsbury area and are zoned as Tourist, Recreation, Resort Recreation, and Mixed Use. The applicants are Douglas County and Barton Health. Case Planner:
