Pursuant to the following statutes:
Family Code section 7822
The parent named above has left the children in the care and custody of the other parent for a period of one year without any provision for the children’s support, or without communication from the parent, with the intent on the parent to abandoned the children.
Abandonment commenced 10/15/2019 and continued through 10/25/2023.
Additional Facts in support of allegations (give additional facts in detail, added pages may be used for this purpose): The biological father has a long history of abuse, addiction to street drugs and at least one DUI. The court in Los Angeles granted a permanent domestic violence restraining order on March 26, 2021 under case # 21STPT00197 against Mr. Kevorkov, which protected minor children and Petitioner. The restraining order expires March 26, 2024. The minor children’s mother was awarded sole legal and sole physical custody over the two minor children. When Mr. Kevorkov was asked about the visitation with the minor children, he stipulated on record that he did not want any visitation and that “at some future time, Respondent shall contact Petitioner’s counsel for that purpose.”

It is in the best interest of the children to be declared free from the custody and control of the parent named in section 2 above.
Wherefore, petitioners request that this court inquire into such matter, and that said child be declared free from the custody and control of the parent named in section 2 above as provided in Family Code sections 7800 et seq. and for such other and further relief as the court may deem proper.
