General Notice
Topaz Ranch Estates General Improvement District (Owner) is requesting Bids for the construction of the following Project:
Well 8 Replacement Project (Drilling Only)
PWP: DO-2024-158
Bids for the construction of the Project will be received at the Topaz Ranch GID Office located at 1490 Albite Road, Suite 8, Wellington, NV 89444, until February 15, 2024, at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Furnishing of all materials, labor, equipment, tools, transportation, and services for the drilling and construction, development, and production testing of one gravel envelope municipal water supply well including drilling and logging of the borehole to an anticipated depth of 480 feet, sanitary seal and conductor, 8 inch SS screen, 8 inch SS blank casing, gravel pack, sounding tube, well development and testing, and all related appurtenances.
Bids are requested for the following Contract:

Owner anticipates that the Project’s total bid price will be approximately $437,300. The Project has an expected duration of 70 days.

The Issuing Office for the Bidding Documents is: Shaw Engineering, 20 Vine Street, Reno, NV 89503, 775-329-5559.
The Contract Documents can be viewed and then purchased online for $22.00 through Quest CDN. The link can be found on the Shaw Engineering website under “Bidding”. Engineer will record only those parties who have obtained the Contract Documents through Quest CDN and are listed on the plan holders list.
Pre-bid Conference
A pre-bid conference for the Project will be held on February 6, 2024, at 10:00AM at The Topaz Ranch Estates General Improvement District Office, 1490 Albite Road, Suite 8, Wellington, NV 89444. Attendance at the pre-bid conference is encouraged, but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract: De Minimis, Minor Components
The Owner is an equal opportunity provider and employer. Bidders are to base their Bids on the Project funding being provided in whole or in part by USDA Rural Development and the State of Nevada Capital Improvements Grant Program. State Wage Rates are applicable on the Project.
