General Notice
Topaz Ranch Estates General Improvement District (Owner) is
requesting Bids for the construction of the following Project:
District Wide Roads – Southern Roads Project
PWP: DO-2024-457
Bids for the construction of the Project will be received at the Topaz
Ranch GID Office located at 1490 Albite Road, Suite 8, Wellington,
NV 89444, until August 12, 2024, at 2:00 PM local time. At that time
the Bids received will be publicly opened and read. Winning Bid to be
presented for award, with a protest contingency, at the Topaz Ranch GID
Board Meeting on August 14, 2024, at 6:00 PM at the TRE Community
Center, 3939 Carter Drive, Wellington, NV 89444.
The Project includes the following Work:
Furnishing of all materials, labor, equipment, tools, transportation,
and services for the removal and replacement of flood damaged
roads, and other work within the Topaz Ranch Estates GID
Community as required by the Contract Documents. Work includes
pulverizing existing pavement, re-grading road section to reestablish
grades and replacement of double ó inch chip seal with
fog seal surface.
Owner anticipates that the Project’s total bid price will be approximately
$384,000. The Project has an expected duration of 40 days.

Pre-bid Conference
A pre-bid conference for the Project will be held on July 26, 2024, at
10:00 AM at The Topaz Ranch Estates General Improvement District
Office, 1490 Albite Road, Suite 8, Wellington, NV 89444. Attendance
at the pre-bid conference is encouraged, but not required.
Instructions to Bidders.
The owner is an equal opportunity provider and employer. Bidders are to
base their bids on the acknowledgement that FEMA financial assistance
will be used to fund all or a portion of the contract. The contractor will
comply with all applicable federal law, regulations, executive orders,
FEMA policies, procedures, and directives. The higher of Davis Bacon or
State Prevailing Wage Rates are applicable on the Project if bid prices
exceed $100,000.
The Owner will only accept Bids from a Bidder who is registered and
active on SAM.GOV and can provide an EUI Number and CAGE Code
at the time the Bid is submitted. For all further requirements regarding
bid submittal, qualifications, procedures, and contract award, refer to the
Instructions to Bidders that are included in the Bidding Documents.
