General Notice
Topaz Ranch Estates General Improvement District (Owner) is
requesting Bids for the construction of the following Project:
Well 8 Equipping and Abandonments
PWP No. DO-2024-473
Bids for the construction of the Project will be received at the Topaz
Ranch GID Office located at 1490 Albite Road, Suite 8, Wellington,
NV 89444, until August 15, 2024, at 2:00 PM local time. At that time the
Bids received will be publicly opened and read.
The Project includes the following Work:
Furnishing of all materials, labor, equipment, tools, transportation,
and services for equipping a newly drilled Well No. 8. New well
transmission main from Well 8 site to Well 6 building and electrical
upgrades at Well 6 building. ADD/ALT work to include abandonment
of old valves and retirement of old water mains not in use, pavement
patching, installation of Smart-Points at 536 existing meter
locations, providing a turn-key Sensus drive-by meter reading
system, and 203 existing water meter upgrades.
Owner anticipates that the Project’s total bid price will be approximately
$650,000. The Project has an expected duration of 40 days.

Information and Bidding Documents for the Project can be found at the

The Issuing Office for the Bidding Documents is: Shaw Engineering,
20 Vine Street, Reno, NV 89503, 775-329-5559.
The Contract Documents can be viewed and then purchased online for
$22.00 through Quest CDN. The link can be found on the Shaw Engineering
website under “Bidding”. Engineer will record only those parties
who have obtained the Contract Documents through Quest CDN and are
listed on the plan holders list. Prospective Bidders are urged to register
with the designated website as a plan holder, even if Bidding Documents
are obtained from a plan room or source other than the designated
website in either electronic or paper format. The designated website will
be updated periodically with addenda, lists of registered plan holders,
reports, and other information relevant to submitting a Bid for the Project.
All official notifications, addenda, and other Bidding Documents will be
offered only through the designated website. Neither Owner nor Engineer
will be responsible for Bidding Documents, including addenda, if any,
obtained from sources other than the designated website.
PRE-BID CONFERENCE
A pre bid conference will be held at 10:00 AM on August 06, 2024,
beginning at the Topaz Ranch Estates GID office, 1490 Albite Road,
Wellington, Nevada 89444. Attendance at the pre-bid conference is
highly encouraged but is not required.
INSTRUCTIONS TO BIDDERS
For all further requirements regarding bid submittal, qualifications,
procedures, and contract award, refer to the Instructions to Bidders that
are included in the Bidding Documents. Bid security shall be furnished in
accordance with the Instructions to Bidders.
American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017
(Division A - Agriculture, Rural Development, Food and Drug Administration,
and Related Agencies Appropriations Act, 2017) and subsequent
statutes mandating domestic preference applies an American Iron and
Steel requirement to this project. All iron and steel products used in this
project must be produced in the United States. The term “iron and steel
products” means the following products made primarily of iron or steel:
lined or unlined pipes and fittings, manhole covers and other municipal
castings, hydrants, tanks, flanges, pipe clamps and restraints, valves,
structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract: De Minimis, Minor Components
The Owner is an equal opportunity provider and employer. Bidders
are to base their Bids on the Project funding being provided in whole or
in part by USDA Rural Development and the State of Nevada Capital
Improvements Grant Program. State Wage Rates are applicable on the
Project.
