Pine View Estates Homeowners Association: Notice of Availability of an Environmental Assessment 

AGENCY: Rural Development, Nevada State Office, USDA 

ACTION: Notice of Availability of an Environmental Assessment 

SUMMARY: Notice is hereby given that the Rural Development, Nevada State Office (RD-NV USDA), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Pineview Estates Homeowner’s Association (PVEHOA), of Gardnerville, Nevada. The proposal is for the construction of the proposed alternative alignment of the wastewater pipeline from Pine View Estates to the point of interconnection with the Minden-Gardnerville Sanitation District’s existing collection system. The affected Environment and Environmental Consequences, to assess direct and indirect environmental impacts for the following resources: Land Use, Floodplains, Aquatic Resources, Cultural Resources & Historic Properties, Biological Resources, Water Quality Issues, Human Health and Safety, Socio-Economic Issues, Environmental Justice, Air Quality, Greenhouse Gasses and Climate Change, Transportation, and Noise. Temporary impacts are anticipated within a 40-foot-wide construction corridor extending from the US-395 right-of-way through private land and along a segment of Pinenut Court; a total of approximately 1.1 miles or 5.3 acres. PVEHOA has submitted an application to RD-NV USDA for funding of the proposal.

SUPPLEMENTARY INFORMATION: PVEHOA proposes to construct 5,800 linear feet of a 12-inch gravity sanitary sewer main and installation of twenty 48-inch diameter manholes. The new sanitary sewer line will interconnect PVEHOA to the Minden-Gardnerville Sanitation District’s (MGSD’s) existing collection system. The sewer line will be built within a 40-foot-wide construction corridor, with a 20-foot-wide permanent easement across private land when completed. 

The proposed sewer line alignment will be located within: 

160 linear feet of NDOT right-of-way along highway US Highway 395, 

4,600 linear feet along the western property boundary of Corley Ranch from US Highway 395 to Pinenut Court, and 

1,040 linear feet along Pinenut Court to its point of interconnection with MGSD’s existing sewer line. 


The proposed action represents an alternative alignment to a segment of the original sanitary sewer main alignment (approximately 32,600 linear feet) that was previously reviewed and evaluated in accordance with the National Environmental Protection Act (NEPA), as amended, in the 2015 Pine View Estates Homeowners Association (PVEHOA) Wastewater System Improvements Environmental Assessment (2015 Environmental Assessment). 

The purpose of the proposed action is to: 

1) Allow PVEHOA to comply with State and Federal requirements for health, sanitation, and security; 

2) Provide a mechanism for repair and long-term maintenance of PVEHOA’s existing wastewater system’s broken and aging infrastructure; and 

3) Provide a wastewater treatment system that can meet the long-term needs of PVEHOA. 


Resources Concepts, Inc., an environmental consultant, prepared an environmental assessment for RD USDA that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. The action does not propose to convert floodplains or wetlands. RD-NV USDA has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. 

Questions and comments should be sent to RD-NV USDA at the address provided. RD-NV USDA will accept questions and comments on the environmental assessment for 30 days from the date of publication of this notice. 

Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
