NOTICE OF CONSUMER SESSIONS
On February 23, 2024, Sierra Pacific Power Company d/b/a NV Energy (“SPPC”) filed with the Public Utilities Commission of Nevada (“Commission”) an application, designated as Docket No. 24-02026 (the “Application in Docket No. 24-02026”), for authority to adjust its annual revenue requirement for general rates charged to all classes of electric customers and for relief properly related thereto.
On February 23, 2024, SPPC filed with the Commission an application, designated as Docket No. 24-02027 (the “Application in Docket No. 24-02027” and together with the Application in Docket No. 24-02026, the “Applications”), for authority to adjust its annual revenue requirement for general rates charged to all classes of gas customers and for relief properly related thereto.
SPPC filed the Applications pursuant to the Nevada Revised Statues (“NRS”) and the Nevada Administrative Code (“NAC”) Chapters 703 and 704, including, but not limited to, NRS 704.100, NRS 704.110, NAC 703.2201 through 703.2481, NAC 703.535, NAC 703.2715, NAC 704.6502 through NAC 704.6546, NAC 704.655 through NAC 704.665, NAC 704.673 through 704.680, and Assembly Bill 524 (2023). Pursuant to NRS 703.196 and NAC 703.527 et seq., SPPC requests that certain material in the Applications receive confidential treatment.
In its Application in Docket 24-02026, SPPC requests authority to implement rates for electric service that will result in a $94.8-million increase in annual revenues. The requested $94.8-million increase in revenues includes a proposed increase in SPPC’s authorized overall rate of return from the current rate of 7.14 percent to 7.95 percent. SPPC’s rate of return is calculated based on three factors: cost of debt, cost of equity, and capital structure. SPPC’s requested increase in revenues reflects a proposed increase in its return on equity from the current rate of 9.5 percent to 10.4 percent. SPPC proposes to recover the increased revenues through a revised rate design that, for residential customers being served under the D-1 rate schedule, would increase the Basic Service Charge (“BSC”) by $27.90 (from $16.50 to $44.40) and decrease the volumetric per-kilowatt-hour rate to collect approximately $18.06 less per month from a typical single-family residential customer using 759 kilowatt-hours of electricity per month. Thus, for the typical residential customer’s bill, the estimated net total impact of SPPC’s proposal is an increase of approximately $9.84 per month.
In its Application in Docket 24-02027, SPPC requests authority to implement rates for gas service that will result in an $11.1-million increase in annual revenues. The requested $11.1-million increase in revenues includes a proposed increase in SPPC’s authorized overall rate of return from the current rate of 5.75 percent to 7.95 percent. SPPC’s rate of return is calculated based on three factors: cost of debt, cost of equity, and capital structure. SPPC’s requested increase in revenues reflects a proposed increase in its return on equity from 9.5 percent to 10.4 percent. SPPC proposes to recover the increased revenues through a revised rate design that, for residential customers, would increase the BSC by $4.00 (from $14.00 to $18.00) and increase the volumetric per-therm rate to collect approximately $0.75 more per month from a typical residential customer using an average of 57 therms per month. Thus, for the typical residential customer’s bill, the estimated net total impact of SPPC’s proposal is an increase of approximately $4.75 per month.
The revenue and rate designs contained in the Applications are proposals by SPPC and may be contested by parties who have been granted intervener status. At the hearing, revenue requirements and rate designs may be adopted that are different from those proposed. The Commission may adopt rates that will result in charges to individual customers either higher or lower than the charges currently proposed.

For the June 4, 2024, Consumer Sessions, interested persons may also appear by telephone to be heard regarding the above-captioned matter and the effect these matters may have on their utility service. A representative from the Regulatory Operations Staff of the Commission, the Nevada Bureau of Consumer Protection, and SPPC will be present at the Consumer Sessions to answer questions. Public comments may be limited to five minutes per person. The Commission will endeavor to make reasonable accommodations for members of the public who are disabled and wish to attend the Consumer Sessions.
