Vista Grande completion depends on developer

The future connection of Vista Grande between two of northern Douglas County’s major retail centers will depend on an agreement with the new owners.

Commissioners approved spending the $2.5 million left in redevelopment on Sept. 19 to build a portion of the road and directed county staff to negotiate with whomever develops the property for the rest.

According to Transportation Engineer Jon Erb, the county is $1 million short of the amount estimated to build the entire route.

The 30-acre property was purchased from the U.S. Forest Service in February 2023 by Moundhouse corporation Consolidated Partners, which includes Lake Tahoe resident Chuck Bluth.

One of the parcels listed for disposal in the Douglas County Lands Bill, the proceeds would have been dedicated to purchasing conservation easements in the county. But because the Forest Service auctioned off the property on its own, the $4.16 million went into the agency’s coffers.

According to the Douglas County Assessor’s Office, Consolidated Partners’ parcels are located on the northern portion of the land just south of Carson Valley Plaza.

A dozen acres over four parcels nearer to Jacks Valley Road are owned by two private companies, Avanti Properties and Caliber Jack, both of Carson City. Avanti also owns the land on the northeast corner of Highway 395 and Sunridge.

All the property is zoned commercial but would require a development agreement of some sort to complete the road. The route has long been touted as an means to eliminate the Highway 395 bottleneck that’s often backed up by traffic collisions.
