Chief Financial Officer Kathy Lewis has been selected as Douglas County’s first chief operating officer.
“Top performing organizations increase their ability to execute their long-term strategic goals by also keeping an eye on the overall operations and health of the organization,” said County Manager Jenifer Davidson. “This new position will be pivotal in ensuring all departments have the support needed to carry out the ambitious vision of the county commissioners efficiently and effectively in the coming years.”
The newly created position in Davidson’s office will oversee internal service departments including human resources, finance, technology services, and emergency management.
Lewis began her career in finance and accounting after earning both her bachelor’s and master’s degrees in accounting from Weber State University. She has maintained her Certified Public Accountant license and has served in various key financial and administrative roles for the State of Nevada, East Fork Fire Protection District and Douglas County. Her tenure in Douglas County includes positions as internal auditor, grants accountant, budget manager. She served as Douglas County clerk-treasurer from 2015 to 2020, having won elections in 2016 and 2018.

County commissioners agreed to a plan that would eliminate the chief of staff’s position, formerly held by Melissa Elges, to implement a chief operating officer’s position.
The salary range for the new position is $170,665-$256,006 and will be funded from salary savings created by the elimination of the chief of staff’s position.
